About Our Board Members

Rick Rice - President
 

Rick is from the upper Midwest, born, raised, and educated in Minnesota.  A graduate of the University of St. Thomas in St. Paul, he spent 31 years building his financial services practice with the Northwestern Mutual Financial Network.  He later ran as a conservative Republican in a heavily Democratic district for the Minnesota House of Representatives.  Following his campaign, he served the MNGOP as Co-Chair of The Elephant Club and spent four years as the National Committeeman for the Republican Party of Minnesota from 2016 to 2020.  

 

While raising his family, he served his community in many roles, from Little League Coach and Boy Scout Leader to Grand Knight of his local Knights of Columbus Chapter and Parish Council President.  One of his proudest contributions was serving as Minnesota's Family Readiness Group Leader for his son Rick's unit, Charlie 2211, while young Rick was deployed in Afghanistan.

After retiring in 2020 and moving to Southwest Florida, Rick earned the lofty title of "Blue State Refugee."  He is a mediocre pickleball player and an enthusiastic poor golfer, viewing both sports as great opportunities to make new friends, spend time with old ones, and stay humble. Rick overachieved when he married Nancy and considers himself blessed beyond all deserving, and is deeply grateful to God.

Matthew Boggan - Vice President
 

Matthew Boggan is a business executive, community leader, and public servant with a demonstrated record of leadership in business, nonprofit organizations, and civic engagement throughout Southwest Florida.

​

Matthew serves as Chief Executive Officer of Gulf Coast Agency and has built a career focused on organizational leadership, strategic planning, public affairs, and community development. He earned a Bachelor of Science in Business Management, graduating Magna Cum Laude from the Florida Gulf Coast University Honors College, and later earned a Master of Business Administration from Florida Gulf Coast University. Matthew is also the founder of Stix Sushi & Seafood and Zen Fusion Restaurant Group.

A dedicated advocate for community involvement, Matthew currently serves on the Board of Directors of East Naples Civic & Commerce, serves as Vice President of the Naples Reagan Club, and is a Precinct Committeeman for the Collier County Republican Executive Committee. He also serves on the Board of Directors for the Autism Collier Resource Center, is a Board Member of Naples Better Government, and remains actively involved in numerous charitable and civic initiatives throughout the region.

Matthew's leadership and community service have earned regional recognition, including being named a Gulfshore Business 40 Under 40 honoree in 2024, a Business Observer 40 Under 40 honoree in 2025, and Best Buddies Champion of the Year.​

Melissa Blazier
 

Melissa R. Blazier is the Collier County Supervisor of Elections. She was appointed as Collier County Supervisor of Elections by Governor DeSantis in May 2023 and was subsequently elected during the 2024 Primary Election. Melissa has worked for the Supervisor of Elections office since 2006. Melissa grew up in Naples and graduated from Naples High School. She has been married to her husband Devon for over 25 years, and they have a son, Dylan, together and reside in Logan Woods.

Mike Stang
 

I was born in Kankakee, Illinois and lived there for 40 years and attended the local schools.   That is where we raised our family of two girls.  While there, I served over 13 years on the City Council as a Republican. 

Although trained as an Accountant I spent most of my career with the Illinois Department of Corrections.  During my career I held several executive positions serving at facilities at  Kankakee, Pontiac, Galesburg and Springfield Illinois.  After I retired in 2002 as a Senior Public Service Administrator in December of 2002, I became a fulltime Naples resident in January of 2003.  Since then I have been active in local Republican politics.  I have been involved in many campaigns and served as treasurer for the Executive Committee for 10 years.

Kerri Toloczko
 

Kerri Toloczko is a conservative strategist, coalition builder, free market public policy and communications expert with more than three decades of advancing free-market, limited-government, and constitutional principles. 

​

She is Director of Public Affairs for Proven Media Solutions and has held senior leadership roles with Election Integrity Network, Conservative Partnership Institute, Frontiers of Freedom and Institute for Liberty, and is a nationally recognized editorial writer.

​

A veteran of the George W. Bush Administration, Kerri was nominated to the 2001 President's Commission to Strengthen Social Security, and appointed by House Speaker Dennis Hastert to several terms on the Congressional U.S.-China Economic and Security Review Commission. 

​

Founder of the Southwest Florida Center-Right Coalition, she has spent her career working with Republican elected officials, conservative organizations, and free-market policy leaders at the state, national, and international levels.

John Curry
 

When John was 11 years old, his parents had him watch actor Ronald Reagan’s syndicated television speech in support of Barry Goldwater’s campaign for President.  That speech was an inspiration for a lifetime, as John eventually met both great Americans.  John supported Governor Reagan as a member of the Young Americans for Freedom and later worked on his 1976 and 1980 campaigns for President.  Due to his appointment as a trial attorney in the U.S. Department of Justice in Washington, D.C. during the Reagan administration, John has been a member of the Reagan Alumni Association for over 35 years.

 

A native Chicagoan, John earned his B.A. from Northwestern University and his law degree from Vanderbilt University.  A licensed Illinois attorney for nearly 50 years, he served as an Assistant Attorney General and, as a Republican candidate, was elected to the Circuit Court of Cook County as a Circuit Judge in 2014.  After retiring from the bench, John and his wife Jamie moved to Naples, which they love.  He now serves as a mediator and an arbitrator with Resolute Dispute Resolution Systems.

 

Prior to serving as a judge, John was a dedicated conservative Republican, having worked on dozens of conservative campaigns.  Among his many affiliations, he was Vice President of the Cook County Republican Party in Illinois and was President of the Illinois Conservative Union.  He also co-founded the Chicago Lawyers Chapter of the Federalist Society, the national organization of which he has been a member since 1984.  He is presently a member of the Naples Lawyers Chapter of the Federalist Society and the Collier County Republican Party.
