About Our Board Members

Rick Rice - President
 

Rick is from the upper Midwest, born, raised, and educated in Minnesota.  A graduate of the University of St. Thomas in St. Paul, he spent 31 years building his financial services practice with the Northwestern Mutual Financial Network.  He later ran as a conservative Republican in a heavily Democratic district for the Minnesota House of Representatives.  Following his campaign, he served the MNGOP as Co-Chair of The Elephant Club and spent four years as the National Committeeman for the Republican Party of Minnesota from 2016 to 2020.  

 

While raising his family, he served his community in many roles, from Little League Coach and Boy Scout Leader to Grand Knight of his local Knights of Columbus Chapter and Parish Council President.  One of his proudest contributions was serving as Minnesota's Family Readiness Group Leader for his son Rick's unit, Charlie 2211, while young Rick was deployed in Afghanistan.

After retiring in 2020 and moving to Southwest Florida, Rick earned the lofty title of "Blue State Refugee."  He is a mediocre pickleball player and an enthusiastic poor golfer, viewing both sports as great opportunities to make new friends, spend time with old ones, and stay humble. Rick overachieved when he married Nancy and considers himself blessed beyond all deserving, and is deeply grateful to God.

Matthew Boggan - Vice President
 

Matthew Boggan is a business executive, community leader, and public servant with a demonstrated record of leadership in business, nonprofit organizations, and civic engagement throughout Southwest Florida.

​

Matthew serves as Chief Executive Officer of Gulf Coast Agency and has built a career focused on organizational leadership, strategic planning, public affairs, and community development. He earned a Bachelor of Science in Business Management, graduating Magna Cum Laude from the Florida Gulf Coast University Honors College, and later earned a Master of Business Administration from Florida Gulf Coast University. Matthew is also the founder of Stix Sushi & Seafood and Zen Fusion Restaurant Group.

A dedicated advocate for community involvement, Matthew currently serves on the Board of Directors of East Naples Civic & Commerce, serves as Vice President of the Naples Reagan Club, and is a Precinct Committeeman for the Collier County Republican Executive Committee. He also serves on the Board of Directors for the Autism Collier Resource Center, is a Board Member of Naples Better Government, and remains actively involved in numerous charitable and civic initiatives throughout the region.

Matthew's leadership and community service have earned regional recognition, including being named a Gulfshore Business 40 Under 40 honoree in 2024, a Business Observer 40 Under 40 honoree in 2025, and Best Buddies Champion of the Year.​

Dave Carpenter - Treasurer

​

Dave Carpenter is a graduate of Columbia University who recently retired after thirty years of service with the Collier County Supervisor of Elections. Over twenty years of that time he delt with candidates, parties and political committees as Qualifying Officer for the Supervisor of Elections; dealing with over 900 candidates in over 90 elections. Responsible for all of their qualifying and financial filings. Dave is a Master Florida Certified Elections Professional.

 

Prior to serving with the Supervisor of Elections he served as a Legislative Aide for State Representative Luis Rojas. In the past Dave has served as President of the Collier County Young Republicans (125 members), President of the Collier County Police Athletic League, President of East Naples Civic Association, President East Naples Kiwanis and is a graduate of Leadership Collier. He is currently President Emeritus and Treasurer of the Saint Andrew’s Society of Southwest Florida.

The first campaign Dave worked on was for Congressman Ed Derwinskiin 1962; passing out literature in an area where there was no organized party presence. Dave was also theme prize winner of the Great Dock Canoe Race 14 times and finally retired from decorating canoes and became a judge of the event.

John Whitcomb - Secretary
 

John M. Whitcomb brings decades of leadership experience in business, government oversight, and political organizing. In Collier County, he has served as Chair of the Government Relations Standing Committee and Campaign Chair for the Collier County Republican Executive Committee and currently serves as Secretary of the Naples Reagan Club.

​

Previously, John was appointed by Connecticut Governor Jodi Rell as Vice Chairman of the State Contracting Standards Board and as a trustee overseeing Charter Oak State College. He also served as Chief Examiner for the City of Danbury and held leadership roles in numerous political campaigns.

​

His distinguished business career includes executive positions in healthcare, manufacturing, pharmaceuticals, and human resources, as well as experience as an entrepreneur and adjunct professor. John holds a bachelor's degree from Rensselaer Polytechnic Institute and an MBA from the University of Wisconsin–Oshkosh.

Priscilla Grannis
 

Priscilla Grannis is a retired attorney, accomplished businesswoman, and longtime leader with decades of experience in public service, political involvement, and community leadership throughout Southwest Florida.

​

A graduate of Florida State University and Yale University, Priscilla later earned her Juris Doctor with honors from St. Thomas University School of Law. Her diverse professional background includes working internationally for Hewlett-Packard, successfully managing her family's agricultural business, and practicing law in Naples until her retirement in 2014.

​

Priscilla has been a dedicated leader in Republican politics, having served six years as President of the Women's Republican Club of Naples Federated, where she helped grow membership from approximately 75 to more than 200 members. She subsequently served as the organization's Treasurer and worked as District Aide for Florida State Representative Bob Rommel.

​

In 2019, Priscilla was recognized in the Congressional Record for her outstanding professional achievements, community involvement, and commitment to Southwest Florida. As Past President of the Naples Reagan Club, she continues to bring valuable experience, institutional knowledge, and a longstanding dedication to conservative principles and civic engagement.

Melissa Blazier
 

Melissa R. Blazier is the Collier County Supervisor of Elections. She was appointed as Collier County Supervisor of Elections by Governor DeSantis in May 2023 and was subsequently elected during the 2024 Primary Election. Melissa has worked for the Supervisor of Elections office since 2006. Melissa grew up in Naples and graduated from Naples High School. She has been married to her husband Devon for over 25 years, and they have a son, Dylan, together and reside in Logan Woods.

Jan Glassman
 

Jan Face Glassman has been politically active for over 50 years with a focus on increasing the role of women in politics. She has volunteered with federal, state, and local campaigns in New Hampshire, Maine, Massachusetts, New York, New Jersey, and Florida and has formed, co-chaired, and actively participated in numerous women’s coalitions for state and national candidates. In New Hampshire, Jan is a graduate of and served on the Board of Governors of the Vesta Roy Excellence in Public Service Series, a leadership training program for Republican women. In NYC, while serving on the Board of Governors at the Women’s National Republican Club, she co-founded the American Forum Series, the Black Republican Forum, and the Black Urban Forum in order to increase political awareness among women and minority populations.

​

In Florida, Jan serves as the Collier County Republican State Committeewoman to the RPOF and as the Event Chair for the Collier County Republican Executive Committee. She is a member of the Seacoast Republican Women, the Women’s Republican Club of Naples Federated, and the Republican Women of Southwest Florida Federated. In addition to her political activity, Jan is active in the local community in Naples and is a graduate of Greater Naples Leadership, a program that helps proven leaders fulfill the non-profit and civic needs of greater Naples. In NYC, Jan co-founded Trendsetters’ Network, a not-for-profit organization focused on increasing enrollment of young women in historically non-traditional careers for women, including politics.

​

In Naples, she has continued her focus on helping young women build strong futures through her volunteer efforts with Pace, a highly successful, nationally recognized program for at-risk teenage girls that currently has 21 Centers throughout Florida. Jan was recognized as Pace Collier’s 2019 Pacesetter for her volunteer efforts on their behalf since 2010.

Jan is a Chartered Property Casualty Underwriter (CPCU) and spent over three decades as an IT project manager in financial services. Her political involvement began with the Bates College Republicans in Lewiston, ME. As an active alumna, she has served on the Alumni Council, Alumni in Admissions, and the Executive Board of the Bates Key.

Jan is honored to be part of Maggie’s List, an organization that promotes her lifelong passion of increasing Republican women’s political involvement while at the same time honoring the political legacy of Margaret Chase Smith of Maine.

Mike Stang
 

Mike Stang was born in Kankakee, Illinois, where he lived for 40 years, attended local schools, and raised his two daughters. During his time in Kankakee, Mike served for more than 13 years on the City Council as a Republican.

​

Although trained as an accountant, Mike spent the majority of his professional career with the Illinois Department of Corrections. Throughout his career, he held several executive positions and served at facilities in Kankakee, Pontiac, Galesburg, and Springfield, Illinois. He retired in December 2002 as a Senior Public Service Administrator.

​

In January 2003, Mike became a full-time resident of Naples and has remained actively involved in local Republican politics ever since. He has participated in numerous campaigns and served for 10 years as Treasurer of the Collier County Republican Executive Committee.

Kerri Toloczko
 

Kerri Toloczko is a conservative strategist, coalition builder, free market public policy and communications expert with more than three decades of advancing free-market, limited-government, and constitutional principles. 

​

She is Director of Public Affairs for Proven Media Solutions and has held senior leadership roles with Election Integrity Network, Conservative Partnership Institute, Frontiers of Freedom and Institute for Liberty, and is a nationally recognized editorial writer.

​

A veteran of the George W. Bush Administration, Kerri was nominated to the 2001 President's Commission to Strengthen Social Security, and appointed by House Speaker Dennis Hastert to several terms on the Congressional U.S.-China Economic and Security Review Commission. 

​

Founder of the Southwest Florida Center-Right Coalition, she has spent her career working with Republican elected officials, conservative organizations, and free-market policy leaders at the state, national, and international levels.

John Curry
 

When John was 11 years old, his parents had him watch actor Ronald Reagan’s syndicated television speech in support of Barry Goldwater’s campaign for President.  That speech was an inspiration for a lifetime, as John eventually met both great Americans.  John supported Governor Reagan as a member of the Young Americans for Freedom and later worked on his 1976 and 1980 campaigns for President.  Due to his appointment as a trial attorney in the U.S. Department of Justice in Washington, D.C. during the Reagan administration, John has been a member of the Reagan Alumni Association for over 35 years.

 

A native Chicagoan, John earned his B.A. from Northwestern University and his law degree from Vanderbilt University.  A licensed Illinois attorney for nearly 50 years, he served as an Assistant Attorney General and, as a Republican candidate, was elected to the Circuit Court of Cook County as a Circuit Judge in 2014.  After retiring from the bench, John and his wife Jamie moved to Naples, which they love.  He now serves as a mediator and an arbitrator with Resolute Dispute Resolution Systems.

 

Prior to serving as a judge, John was a dedicated conservative Republican, having worked on dozens of conservative campaigns.  Among his many affiliations, he was Vice President of the Cook County Republican Party in Illinois and was President of the Illinois Conservative Union.  He also co-founded the Chicago Lawyers Chapter of the Federalist Society, the national organization of which he has been a member since 1984.  He is presently a member of the Naples Lawyers Chapter of the Federalist Society and the Collier County Republican Party.
